Notify IN users to point to NSS Services and Officially retire Flow Stats endpoint #63

David Knipe (dknipe@dnr.in.gov) and Bob Wilkinson (rnwilkinson@dnr.in.gov) in Indiana use the SS service Flow Stats endpoint. We should point them to the NSS services for computing flow statistics instead.

After this, we should be able to officially retire the Flow Stats endpoint (unless I'm missing someone who's using it).
