Prevent basin simplification in stormwaterservices

Relevant to kjstormwater_mrb branch: It seems that with the current stormwaterservices delineation, simplification is always set to true.

• That function passes the delineation query arguments along to this function: https://github.com/USGS-WiM/StreamStatsServices/blob/kjstormwater_mrb/StreamStatsAgent/StreamStatsAgent.cs#L54
• That function then gets the watershed but fails to pass along the simplify argument: https://github.com/USGS-WiM/StreamStatsServices/blob/kjstormwater_mrb/StreamStatsAgent/StreamStatsAgent.cs#L59L65
• In mainWrapper.py, simplification is set to be default = 2 which indicates simplified. • When I set the default value to be 1 (not simplified), I get a 500 error when I try to delineate. When I set the default value to be 2, it works.
