Fixes #71 - Prevent basin simplification in stormwaterservices

Closes #71

The simplify parameter in stormwater delineation is now functional.

Currently on Dev at D:\applications\stormwaterservices\dist-20220817-ASM

Compare these outputs:

Can also test on the client at https://dev.streamstats.usgs.gov/mystic/ by changing simplify=true to simplify=false in SSstormwaterDelineation in the Mystic appConfig.js. Sample point: 42.47674, -71.14478
