'No active flooding' pop-up #291

I think the "No Active Flooding" that pops up when someone visits the site might need a language tweak. If someone were checking the site because they know about flooding, this could be a confusing message. Perhaps something like "No Flooding at monitored sites" would be better?

One idea:

Heading: No Flooding to Highlight Body: This application highlights flooding or expected flooding at [count] points of interest near [count] streamgages across CONUS. Currently, none of these streamgages are registering flows that would indicate flooding at any of the points of interest. See more in about
