Update services to use new NLDI services #160

Did NLDI get the splitting done correctly? Timing of rollout and wind down of NLDI services?

NLDI is writing all new network navigation services. We will eventually need to write our navigation around those services. Being as they are solving the first catchment issue (#142) we may want to do this sooner rather than later
