Issues with Area Summary Tool #110

I cannot get the Area Summary tool to work well. In the Saginaw bay and western lake erie mapper a red line will appear but when I click a second time the map just pans. If I use a combination of right and left clicks I can get a polygon, the connecting rivers tool does not even get me that far

This seems to be a user-error issue with the user moving the cursor while clicking. A static click seems to be fine - may need to add some sort of message warning the user to click deliberately.

User just moving mouse while clicking- resolved by adding message telling user that a click and move will trigger a map pan.
