hyperlink to NWS page is incorrect (sometimes) for multi-site fims #422

all of the multi-site (two and three sites) fims i checked so far has this issue. when you click the secondary site triangle of the multi-site fim to initiate the flood tools, the hyperlink to the primary site NWS web page switches to the secondary site NWS web page; so both hyperlinks are pointing to the secondary site NWS web page.
