Change "All Networks" & "No change" symbology #78

Bruce:

ALL NETWORKS – symbol for all networks is too similar to cities – both are clear dots, just different sizes – change color of symbol for all networks or fill it or something OPEN TO SUGGESTIONS ON NEW SYMBOL FROM WEB TEAM, a black dot is not an option because that's "no change" black box for no change
