Allow user to return to FAQ after clicking link that takes them to another modal #86

When you are in FAQ and you click on a link, you cannot get back to FAQ unless you click on FAQ and start over. Is there a way to have dismiss take you back to where you were? BRUCE COMMENT - I'VE NOTICED THIS TOO, can we a way to go out of FAQ and come back without losing your place?

I think FAQ 8 is a good example of what they are talking about.

maybe a toast that show up at the bottom or something. It would away if the modal is closed or another link is clicked. idk.

Did this for the mcl table. It now opens the modal on top of the FAQ one. Bruce said he wanted it that way.
