Notify User why HUC8 is grayed out #74

Feedback from cooperator:

Perhaps a suggestion so that the user understands. When you hover over the HUC 8 could you have a message show up that says "To enable HUC8, first choose HUC2 or HUC4" or something to that effect

This is Similar to this issue: https://github.com/USGS-WiM/sparrow-marb-js/issues/49

Put in a permanent tooltip for now. but should work on a solution that only adds the tooltip when:

  1. GRB HUC8 OR Catchments are selected
  2. No other Area of interests are chosen (State, HUC2, HUC4)
