User management dialog changes #322

Design updates:

[x] Limit dialog close to the cancel/x button would help the user
[x] Add an eye icon to view password. Makes it easier to get passwords to match.
[x] Add hint to emergency contact (hint text is there) - or remove if unnecessary.

Functionality updates:

[x] New user doesn't show up in table till after refresh. Maybe this would be expected, otherwise we could send the data back or make a new request when the dialog closes on submit.
