Shade polygons if 2 or more locations within same county #1225

Describe the bug If there are two or more locations within the same county in an event, the county polygon on the map on the event details page does not shade in.

For example, https://whisperstest.wim.usgs.gov/event/171043 looks like

Published in v2.16.10.

@BlakeDraper This fix looks good in the website but it doesn't seem to transfer over to the event detail report... is fixing the reports easy, or no?

@JChipault it is easy, and I have it done. My apologies for that oversight. It is fixed on test, and will be part of the update to production coming shortly.
