spinoff from #1238 . Prevent a user from deleting the one and only event org. Must have at least one.

This is complete code-wise, but awaiting for a server-sider bug fix (https://github.com/USGS-WiM/whispersservices/issues/507) to test one UX aspect, so holding as 'In Progress' until then.
