Map coloring has errors #354

See Brazil. According to the scale in 2000, Brazil should be yellow-tinted. It is red. Color is correct for Brazil in later years.

Note: I first loaded the viz as just dos_region:AF. I later added dos_region:WHA. Possible rescaling refresh issue?

Maps still continue to have coloring errors. See example below:

If you hover over the countries, there are values in the data labels, and the data table is nearly fully populated. However, only Canada is colored (in 2013, it's Canada and Chile). All other countries are gray. http://find.state.gov/data-visualization#f=2013|2013&i=gdp_per_capita&c=map&r=dos_region:WHA:all
