Backend Load Testing #1352

As a TalentMAP user, I want the API to be responsive under heavy load with a large dataset.

Acceptance Criteria

API generates has 600 test users
API generates 60,000 test positions
API has acceptable response times in the following situations
- List 100 positions: DEFINE
- Filter positions by flag (e.g. is_overseas): DEFINE
- Full-text search on positions: DEFINE

This is done; the locust file is also available in dev with the same tests so we can run it in whichever environment we need
