As a DevOps engineer, I need a database user and schema, So that I can host a new version of the application

Acceptance Criteria

Unique schema name
Unique user name
User has management role for schema

Created database schema 'DEV2' using 'talentmap_api_user' user. Satisfies acceptance criteria - Unique schema name, unique user name and user has management role for schema.
