Allow user to self identify skill code(s) and grade #1598

As a bidding user, I would like to be able to self-identify elements of my profile (skill code(s) and grade) So that TalentMAP can better surface relevant positions

Acceptance Criteria

A means for entering my data
A means for storing data

Notes

This is for Release Candidate consideration only. We believe long-term this data will be provided by an external and authoritative API.

Based on meeting yesterday:

Users will not self-identify skill code and grade in the release candidate
We will move forward with browser remembering the last skill code searched and the last grade searched to populate "Positions in skill code" and "Recent positions in grade" sections of the homepage
Back-up for not having this information is to show "Favorites" and "Recent positions" on the homepage
