<Incorrect Search results when searching on Functional bureau - Public Diplomacy and Public Affairs

User Story As a bidder, I want to search on Public Diplomacy and Public Affairs Functional bureau.

Steps

• [1] Select "Public Diplomacy and public Affairs" under left panel Bureau/Fucntional Filter on the search home page within the search header
• [2] The result set is 2 positions (one from Public Diplomacy and the other from Office Management)

Acceptance criteria

The system should retrieve the correct result set based on the user's slelected criteria
