Discovery - Data for Cycle Management #534

How are cycles managed? How are cycles stored from a data perspective? How are cycles staged in FSBid? Can we display positions across cycles?

Only outstanding question remains on documenting the cycle management process from cycle admin.

@cydneycappello and I spoke a little about this this morning. This is going to be slightly tied to the FSBID admin ethnographic research. The product owners were very for that approach. We can dig deeper into Brenda's daily workflow
