Bureau Manually Closing a Position #948

As an bureau authorized user, I want an intuitive way to close positions so that I can prevent further bids to a position once it is assigned and notify unselected bidders.

Acceptance Criteria

A bureau authorized user is able to close a single position

@krisdelacruz @esgoodman I think there are some outstanding questions on what a closed position looks like in all users' views. Namely, does it show up in search results and if so, how? Also, we should be able to use existing bid trackers design system elements to show a position as closed, but I'm looking for overall design guidance in this department.
