Short Description

Add support to prioritize analysis results of the NISQ Analyzer

Proposed Changes

Add criteria and corresponding initial weights for different MCDA methods to prioritize NISQ Analyzer results
Add routes to retrieve all supported MCDA methods, as well as corresponding criteria and weights
Generate XMCDA files based on data retrieved from jobs and QPUs TODO
Add implementation for Topsis, Promethee-I, and Electre-III MCDA methods by using the decision deck web services

TODOs:

[x] Unify different jobs using inheritance (QPU selection, compilation, analysis) to avoid code duplicates
[x] Verify generated XMCDA XML using diviz
[x] Retrieve missing QPU data (avg. readout error, quantum volume, avg. CNOT) and add to XML
[x] Invoke required web services for the three MCDA methods
[x] Extend McdaJob with resulting prioritization to enable retrieving the results
