[Booking] Show "Book in person" for special fbs facilities #319

Some fbs facilities require booking in person. Currently the availability is not correctly detected in api and is always shown as "unavailable" in app.

Proposed fix:

check available but not bookable facilities in api
still use blue boxes for available slots in app, but show "Book in person at LG4 Service Counter" message on slot selection screen

This issue should be fixed by mid-Winter as informed to SAO

temporarily fix deployed to hide special facilities via https://github.com/chihimng/usthing-booking-api/pull/30, should be undo-ed after implementing this enhancement
