Create DVL container #11

The DVL is not entirely waterproof and will need a container to protect it. This container should expose only only the sensor head of the DVL and any wires that come in.

The practice runs are going well and I'm confident that I'll soon be able to cross this off.

Parts are on their way for some water sensors. I'm waiting on #5 before I can complete the construction though.
