Prep for JOSS submission #51

Prepare repo for submission to JOSS. In general, this means that we should walk through the review criteria and review checklist and update the repo as necessary. Specifically, this includes:

[x] Check and prune dependencies
[x] Transfer repo to UT-Covid organization
[x] Check license
[x] Update README and examples
[x] Contribution guide
[x] Issue templates
[x] Version tick
