Copy over the theme options for social and footer

For general release, need to get social icons/links and footer paragraph from the old UTC Blogs theme for use in this plugin.

• Admin form for social icons/links
• Admin form for copyright/footer text field
• Integrate to the templates for old single and old letterhead
• See if the E-Newsletter template is needed (UTC News format using category)

Because the new UTC theme is running Genesis, it might make sense to add the options in there, as Bridget did with the paragraph style checkbox?

The old UTC Blogs theme options are built with the Options Framework theme. There is also a related plugin that may be useful, though it is outdated. The plugin is more updated than the old theme, so it could be fine to use. It was tested up to WP 4.8.

Tag 1.8.6 is tested up to 5.2 so it should be compatible with Gutenberg etc. the only change was to readme.txt so the 1.8.5 version is identical code-wise.

Bernardo says his dept info plugin is working, so maybe check into that and whether it can pull in the icons/links separate from other footer info.
