Public front page

• [x] Add an index.php for the default public front page. #6
• [x] Integrate #11 for much better UI on front and admin.
• [x] Private admin with public interface
  • Page must be be password protected when authentication is added, to prevent spam and limit to UTC Auth. (Sleeky has reCaptcha, but needs a Google API account)
  • Allowed Protocols: https only would be best
  • Roles and Auth: need an admin level and a public but authenticated home page for MVP
• [x] Decide upon a domain: tiny.utc.edu, go.utc.edu,~~ ???.utc.edu~~
