fix: course information not loading #759

Since the we don't have data for the 2024 catalog yet and planner maintenance is not figured out yet, best solution to the course data not loading was to pin it to the 23 calendar year and figure out a non hardcoded solution along with the maintenance plan.

it'll be one year out of date but it matches with the degree plans available in planner which are based on the 2023 catalog from what I can tell

preview works fine, integration tests look like they've been broken for a bit, not going to try and fix that here.
