[Feature] Unify registration navigation

Feature Description A new page link will replace the two existing page links for parent and teacher registration forms

Requirements

• a new page link must be created to navigate to a new page that will allow the user to choose between navigating to either the parent and teacher pages
• user should have the option to choose to register between teacher and parent accounts by clicking a parent or teacher button
• after clicking on the parent or teacher buttons/tabs the user should be sent to the respective registration pages

Additional context

• a hover effect should happen whenever the user's mouse is over the button to improve user exeperience.
