[LIBRARY] - PM100 Inverter Library (Two-Way CAN Bus Comms)

The CAN Bus doesn't follow the usual Sensor structure. Development requires a little more thought.

• [x] Implement the CAN library for TX/RX of frames (should probably test this)

Waiting on software to be done testing the inverter. Until then I'll mark this as resolved for now.
