dev container doesn't work at local machine

Context

In feat/6, configuring dev container fails in my local computer. I verified that the .devcontainer/devcontainer.json works at github codespace.

Steps to reproduce the bug

1. Clone and git checkout feat/6-prototype-for-integration-of-orbital-analysis
2. Click Reopen in container

Current result

An error occurred setting up the container.

@UTNAK We may need to see why docker desktop is failing. It seems like the dev container will build using Colima
