Pinging @dqwiki since this is intentionally in this repo and not in utrs2/utrs.

The "UTRS is down :(" message at https://utrs.wmflabs.org/ should probably contain a link to https://utrs-beta.wmflabs.org so that people who somehow have an old link somewhere can be directed to UTRS2.
