Basic functioanlity complete #43

This PR was originally just supposed to be only for Parachute deployemnt.

Nonetheless, this PR ads the base fucntionality for checking systems and created a master params.h for easy parameter configuration.

Still needed:

Overall Systems Check
Power detection
Multi-sample checking
Multi-sensor checking

This PR Addresses:
Systems Check - Main parachute deployment only above 50 ft
