Elasticsearch tests failing #184

Describe the bug

The elasticsearch integration tests are failing for the algo team because the server isn't available for some time after the container starts.

To Reproduce

Steps to reproduce the behaviour: Look at CI

Expected behaviour

The tests aren't run until elasticsearch is up
