Leslie's redesign ideas:

Write a function for checking each requirement from dbGaP handbook or submission guide
- If the check can be done on multiple file types, then the same function should work on multiple file types
Write a function for running all applicable checks on a given file type
Write a function for running all applicable cross-file checks

I'm not convinced that each check needs its own function, but should evaluate how the package could be most easily used to guide someone through the submission requirements

Could be good to work on vignette (https://github.com/UW-GAC/dbgaptools/issues/36) in tandem
