This is the version of VIC_RBM version 2.2. New features as follows:
1) Set up new website for RBM (beta version)
2) Add automatic code testing for RBM (Travis CI)
3) Start keeping track of preprocessing part of RBM, including Pearl scripts for network set-up and routing model.
