RBM documentation website update & code update #26

1) Based on feedbacks from Andrew and Darri, update RBM documentation website. 2) code update to VIC_RBM2.2, mainly in water balance subroutine

@YifanCheng I see that you have code changes together with documentation changes in this PR, which is designed only for documentation updates. It's a good practice to clearly separate different types of updates into different PRs, and the PR description should describe the actual updates made in it. It's kind of confusing at the beginning, but just keep in mind next time!
