@jyearsley : This PR seems to have many whitespace only changes and it would be nice to avoid those (they end up cluttering the updates). Also provide a bit of a narrative what the PR is for. It says that it is for a more general leap year calculation, but 10 files have been changed. Would be nicely to keep this smaller. Finally: Generally issue the PR against UW-Hydro:develop unless this is a bug fix.
