This might make a difference if VIC ever were to consider different lapse rates for Tmin and Tmax (which would result in different levels of shortwave radiation at different elevations).

We should leave this as part of the discussion where the MTCLIM pre-processing belongs. The question is whether met generation should be done outside VIC (especially when we run in image model).

I think we can either close this issue or move it to 5.1. This is a change to a process representation of the classic driver so I don't think it belongs in the 5.0 release.

I do think it is a good point and one we should incorporate into future versions of MTCLIM. Maybe, we support VIC input forcings by elevation band?
