update CESM driver global parameter file defaults to include new options #838

After PRs #835 and #837 are merged, the CESM driver default options need to be updated such that ORGANIC_FRACT, MAX_SNOW_ALBEDO, and BULK_DENSITY_COMB all default to True in the default global parameter file.
