add in new namelist options #839

This quick PR adds in the ORGANIC_FRACT, BULK_DENSITY_COMB, and MAX_SNOW_ALBEDO options to default to True for the CESM driver.

NOTE: this PR should only be merged after #835 and #837 are merged.
