update CESM driver build options for 25km resolution #845

Currently the vic.inputfiles.cfg input file options for the CESM driver only support 50km runs. Since we are now running the CESM driver at a 25km resolution, we need to also include 25km input files so that these can be found by build_vic_namelist during the build.
