multiple netcdf file output ID #875

Hi there,

When printing in vic_run.c the ID of the netcdf file output (nc_hist_file->nc_id) I get as many different IDs as I have MPI ranks. All of these seemingly on mpi rank 0. Is this intentional? I thought that only one output file was supposed to be created.
