update log level in CESM driver makefile for RASM production runs #881

Currently we have the LOG_LVL in the CESM driver makefile set to 5, which is the highest debug level. We need to make this much lower for RASM production runs, meaning that the default should be somewhere around 30 in the CESM driver for RASM runs (certainly a lot higher than 5).
