Quick update here. We are going to release the set of changes here in the coming days. We need to resolve #917 first but once that is done, we will make the 5.1 release.

FYI - I will (finally) make this release on Monday unless I hear any further comments.

In the readme or whatsnew, add:

maintenance release: Almost all changes have been part of release candidate 5.1.0 rc1 since 2018. This includes a few bug fixes.
license change: Per #917 VIC will now be released with the MIT open source license
disabled TRAVIS CI since they changed their platform. See #918, #919
