disable travis-ci #918

Travis-CI.org has been shut down and my attempts to migrate to travis-ci.com have not gone well. This PR disables the CI service for now. A separate issue will be opened to ask for help setting up a new CI service.

[ ] tests passed
[ ] new tests added
[ ] science test figures
[ ] ran uncrustify prior to final commit
[ ] ReleaseNotes entry

@bartnijssen - I believe I've disabled the Travis-CI integration in the repo settings as well. I suggest we try merging this and see how things work once a new commit triggers the web-hooks (should be a no-op).
