Add support for veg_hist forcings #37

Add suppot for veg_hist forcings.

Actually, I am now thinking that this feature may not be necessary. I am working on veg_hist dataset for North America, but this will be released primarily in netcdf (VIC 5.0 image) format, possibly also in ascii (VIC 4.2, VIC 5.0 classic). So, I don't anticipate many people needing to convert ascii veg_hist files to netcdf. It would only be those few (I don't know of anyone besides myself who's done this) who have created ascii veg_hist files.
