Add conversion of netcdf parameter and state files to ascii (classic).

This separates the netcdf-ascii conversion from the ascii-netcdf conversion in issues #29, #31, #34, #35, and #37, and collects it all into a single issue.

So, issues #29, #31, and #34 can be closed now.
