Adding ability to convert VIC 4.2 ascii state files to VIC 5.0 netcdf.

NOTE: this pull request is optional - PR #43 is merging these same changes into the develop branch. Feel free to delete this PR.

I'm closing this PR as we don't appear to need it. PR #43 is essentially the same but merges into the develop branch.
