To make it easier for folks to preview their contribution, I want to add a short guide on how to test a quarto website build locally.

@sverchkov Is this something you've done before? Would you be able to add some instructions to the "how to contribute" file to help people with this? No rush, whenever you have time. If you don't have experience with it, I'm curious to learn myself and can document the process along the way.
