Windows install additional info #8

LInux vs windows container options - write some text and have Zach read it over.\

Also cut down info on setup page, too verbose

Need admin privileges for windows? - Nope! run powershell as an admin

Inside windows - local users and groups - new group called docker ( your account needs to be in the docker-users group

Next time: Send them to this github docker toolbox page to download for windows Home. Everything seemed to work from my test run through in powershell on the borrowed laptop. Tested, building from dockerfile, pushing, and pulling.
